The revised Responsible Play Policy Rules will not be enforced immediately, according to a decision made by the Dutch Gambling Authority, Kansspelautoriteit.

Following a stakeholder consultation on gambling in December 2023, these regulations were revised with a stronger emphasis on online gambling providers’ care protocols. The new guidelines were supposed to be released in early May 2024, but because so many people responded to the consultation, the deadline has been moved to June 3, 2024.

Before deciding to finalise the rules, the KSA claimed that they required additional time to thoroughly consider and evaluate the answers. On the revised deadline, the new regulations will be implemented, with a few exclusions for policies requiring further IT adjustments.  The regulator will make an announcement about these exclusions later.

The KSA’s September report, which outlined disparities in operators’ compliance to customer service guidelines, prompted the revisions to the regulations. According to the report, more could potentially be done to keep an eye on and stop gambling-related harm.

Revisions to the Responsible Play Policy Rules include restrictions on advertising and stricter income monitoring.  Dutch Legal Protection Minister Franc Weerwind has also taken notice of the September report and intends to use it in the October examination of the Remote Gambling Act (KOA).
